We appreciate your interest in our research! To answer your question, indeed, Cov-Sars-2/COVID-19 times are not the best times to implement investment projects. But as any EU funded project that makes use of project management methodologies, risk management is a vita aspect and all kinds of risks are being taken into consideration. Public investments projects implemented by municipalities follow some legislative provisions and instructions issued by the Managing Authorities and we have observed that, at least in Romania, these instructions were adjusted to the risk level represented by the pandemic. Among the special measures to support EU project beneficiaries (including small town municipalities) are: extended use of Electronic signature, possibility to suspend the project and extend the deadlines for reporting, possibility to procure specific equipment to help fight against the COVID pandemic (especially in health investments project) and so on. In conclusion, thare are risks of delaying the results achievement, but we cannot see at the moment a danger of not achieving estimated results.
