Thank you for your interest! Active involvement of public authorities means involvement but within the limits of law since we have described the public procurement process which is very well legislated and concerned with public money. Active involvement could mean close cooperation with smart city developers, frequent communication, rapid and efficient decision making process, argumented, specialist-based and transparent decisions, orientation towards relevant results in spite of budgetary economy and so on. There is much talk in agile community about the agile mindset which, in our opinion, this lacks in public decion makers. Still, a hybrid-agile approach would at least favour a willingness to get involved in procurement process of smart city solutions to better impact citizens and other stakeholders.
